Again, the definition is that a militant attacks military targets while a
terrorist is attacking civilians with a goal of terrorizing them and
reducing their confidence in the government to protect them.
What was the target of the attack? What was the goal of the attack? How did
they deal with civilians?

Does that sound like the work of terrorists? Does Al Queda do this? Hamas?
Hizballah? Any other terrorist group. How many 'militant' groups today do
this? If all terrorists went out of their way to reduce civilian
casualties...
