This is exactly what the IRA did. And ETA. And both were terror groups.

If Begin's actions were not terrorist, then none of the attacks in Iraq or
Afghanistan are by terrorists, not were the Oklahoma bombing, not the
Pentagon attack on 9/11.

Irgin is taught in counter-terrorism as one of the first successful examples
of modern terrorism (including the desire by the terrorists to label
themselves "freedon fighters", and label their opponents "government
terrorists")

And, of course, blaming the British and the hotel staff for the deaths is
cowardly and wrong.
