It's not unconstitutional, but it is a bad idea. We need to be helping
businesses create jobs, not keeping people on the dole.

I would much prefer to see an economic stimulus plan that pushes job
creation for small business. There are already lots of existing programs to
help small business, veteran-owned business, minority-owned business,
woman-owned business. Let's make those programs bigger. Let's make a
concerted effort to hire those firms for federal government contracts. These
are the people that make new jobs in this country. And while we're at it,
let's not raise capital gains taxes or high-income tax bracket taxes. The
people that will be affected by these tax hikes are the ones we need to dig
us out of this mess by hiring workers.
