The welfare of the state clause has been used over and over to increase the size and scope of government far beyond what was intended by the phrase.
Can you honestly tell me, that the way this nation is today is what the founders intended? You know that article 1 section is is considered by most courts to be the foremost "Political Question" http://en.wikipedia.org/wiki/Political_question It hasn't been challenged because they won't hear cases against it. I personally don't see what my neighbors woes have to do with the welfare of the UNITED STATES. He is an individual isn't he? He isn't the whole of the 300 plus million Americans that make up our nation. Also, simply because no challenge has been heard, doesn't mean it's constitutional, I mean, at some point every law in the country hadn't been before the court yet.
