Actually, a lteral reading of the quote reads that he claimed to have
introduced the legislation that created (not invented) part of the Internet.

I cannot read this quote any other way.  "During my service in the United
States Congress, I took the initiative in creating the Internet."

The rest of the quote claims to have done much for businesses and the
environment.  I'm not familiar with his full legislative record, but he has
done much for the environment.  I'm not sure about businesses.  Maybe he
really helped those located in Tennessee.

I can't help but remember that the vast majority of the technologies of the
Internet were created before 1977.
