That's because, for the most part, they thank us when we give them money. And are reasonably friendly. The other countries who receive that foreign aid, for the most part, treat us worse than the French do. We should be getting rid of that other 2/3, and maybe give it ALL to Israel. (Kidding. Just kidding.) Actually, I think our best hope at this point is to continue to just be out there in the world. (speaking out of my butt here, so don't think I am an expert, or ever read a book on this subject or anything. Or think I actually think I know what I'm talking about.) Where the US gets into much of its trouble overseas is those places where we have gone in, shown the general public what it is like to be an American, gave them a taste of it, then either left them to their fates or worse, expressly cut them off from our goods and lifestyle. Think of the trouble we are having out there. (By trouble read Americans being killed). It is not from cultures who don't want what we have. Those cultures that don't want what we have just tell us to go screw. If you want to create a really pissed-off terrorist, bring him or her to America for 2 years. Send him/her to school (even a Community College, but lets say a good State University). Let him/her shop in the mall. In the grocery store. In Walmart and BJs and buy a like-new used car for a thousand dollars. Let him/her debate with other students "how it all should be". Let him/her date a few different people, discreetly, and even experiment a little. Then make them go home. Suddenly they see the difference between us and them. And they can't ask "why can't our country..." because questioning isn't allowed. They can't buy a cheap used car, so they are walking again. They are cut off from Walmart, super grocery stores. Sex. This is not a racist/pro US thought process that says our culture is best. It comes from talking with college friends and exchange students hosted in the town I grew up in. They don't love America whole. Some of them do, but they moved back here to stay (and brought parts of their culture with them). But they love some of what we have, and would like to get just those parts, and fit them into the culture they have already. If we really want to cut down on the hatred of America, we should export our culture, packaged and shrinkwrapped, to the world. We shouldn't force it down their throats, but should make it available to those who want it. I heard a news report about Afganistan. It said the Voice of America was thinking of setting up an MTV transmitting station. Probably urban legend, but I think it is close to what we need to do. Let's send Britney, Christina and O'Town on a Pepsi/World Wrestling Federation tour. We took down Japan. And rebuilt them. And stole all the good stuff they had (I love maki, tempura and rice-paper walls). They don't shoot at us anymore. They do sometimes beat us at our own games, though. We took down the USSR. We haven't given them the markets they need to really get their economy going. But at least they aren't as likely to bomb us, anymore. We didn't take down Cuba. Or Iraq. Because we boycotted them. Instead, we should flood their G*DD&MN markets, and let the populace know where the stuff is coming from. Now I've even bored myself. Rambling along.
