I haven't been in the military, but as part of general aviation flight 
training, "students" are required to fly solo for a certain number of 
hours before they are eligible to take the check-ride exam for their 
certificate.  There are, of course, restrictions on what you can do 
during those solo flights, but it's still part of the training.
