You mean like John Demanyuk, or other Nazis that were in hiding in the US. 

So given your hostility to outside police arresting US citizens in the US, do 
you  have any problem with the US arresting people outside the US and brought 
in to this country? There are plenty of cases of American police and US 
authorized agents entering other countries, and supposedly arresting (actually 
kidnapping the person) the person and bringing them into the US.

That said, its easily enough done to arrest Cheney or Rumsfeld. As soon as they 
step outside the country they get arrested on War Crimes charges. That's 
apparently one of the reasons why Henry Kissinger does not visit many countries 
outside of the US and England - because of some of his actions as Secretary of 
State may have been considered war crimes.
