As important, how do you know that the information is correct. Or that the perp 
is only telling you what you want to hear? Or that he is lying to further his 
ends?

The fact is that you do not. Its well established that torture doesn't work all 
that well, 24 and Fox notwithstanding. Both historical records, ie., POW 
evidence from Vietnam and Korea for instance and more recent data have shown 
than most information extracted by torture is more than a bit suspect. What 
usually happens is that the person simply tells what the torturer wants to 
hear.
