"Palestine" isn't a governmental entity. There is the West Bank and there is Gaza and they are currently separated and controlled by different groups. I'm fine with the UN choosing to work with the government of the West Bank as the quasi-official voice of "the Palestinians" but it means nothing for the legitimacy of the elections in Gaza.
