I assume you mean in the US.  If so, then I disagree.  The judicial system
is biased because it favors false negatives over false positives; it
rather let a guilty man walk than an innocent man go to jail.  Doesn't
mean it always works that way but I would argue that because you need
conclusive evidence to send a person to jail that is the way it is. 

If you aren't writing about the US, then I'm not sure how you came up with
that ratio.
