He just made a typo. He meant to say, "that what we were *supposed to be* doing with the military commissions ..." I'm not opposed to military commissions if it's not for a US citizen and they're on the record about proving who the person is and how and when and what they were captured for. It's about the transparency. The danger is that, even if the person is totally guilty, if you aren't transparent about it then there's no perceived justice. We, as a country, just run around grabbing people, claim they were captured "on the battlefield" (their bedroom), and convict them of something with no transparency.
