There are items on your list that I'd agree with your assessment, and items
that I'd disagree with.  I'm OK with leaving it at that.

But one thing I'm curious about.  You think spending towards smoking
cessation programs is wasteful (I guess you think all those lung cancer and
emphysema patients will keep medical professionals and pharmaceutical
company employees employed), but spending towards tribal alcohol and
substance abuse reduction would not be wasteful.

Seems... illogical?

My sister is a nutritionist in AZ and spends a good deal of time on
reservations.  I've heard stories from her, so I'm not in the dark about the
issues there.  But seems odd that you'd be in favor of spending $ on a
relatively small subset of the population that has a particular addiction...
but not those in the general public that have an addiction.
