Because as a civilized nation we (and a bunch of other civilized
nations) have determined that we are willing to agree to and obey the
rules of warfare, even if the other side doesn't, and especially if
the other side doesn't

This statement is not intended to imply that our opponents in this
conflict are not civilized, simply that they are not adhering to the
rules of war (that *we* agreed to).

In that sense, summary executions or partisan or
non-uniformed/identified combatants and the like are completely
acceptable; torture--of anyone-- is not, by the rules of war, which
*we* have agreed to.

We are supposed to be holding ourselves to a higher standard because
we have always said we would.
