This statement is not intended to imply that our opponents in this conflict are not civilized, simply that they are not adhering to the rules of war (that *we* agreed to). In that sense, summary executions or partisan or non-uniformed/identified combatants and the like are completely acceptable; torture--of anyone-- is not, by the rules of war, which *we* have agreed to.
