Like g said, because you're a better person.

Cops run into this all of the time.  People trying to kill them out of
emotion-of-the-moment, confusion, illness, malice, or evil.

The cop doesn't know which it is, but he does everything he can to
ensure everyone including himself leaves a bad situation alive.

He does this because he knows humans are flawed weak creatures, so he
gives them the benefit of the doubt.  The cop figures this person
wants to see their family too, so he does everything to give them that
opportunity.

But, if needed, the cop has to protect himself first.

Armies work the same way.  The whole point of the Powell Doctrine is
to assume that the enemy wants to live to see their family, or a
minimum won't be too fond of death once they see their friends
shredded.  But either way, their choice is the quit fighting or die.

Once the army is defeated, it's back to good ole fashioned police work.

Which is what the "war on terror" is: good ole fashioned wild west
justice.  You ID the outlaws and you bring 'em back dead or alive.
And you don't send in the Army (unless needed), you send out Marshals.

And those Marshals hunt and capture or kill.
