You know -- I don't like the Canadian and British systems because I
don't think the government needs to know about my GYN visits, but
"penalties" from an insurance company sounds worse somehow.

Do you think that chest pains should be ignored ever? really? In the
absence of known angina or reflex conditions?

Let's take a deep breath and realize that quality of care is being
measured by mortality and morbidity here. In other words, if you don't
try to identify and treat the conditions that are lethal but rare,
your statistics don't look much worse, and you save money. You just
better hope you aren't the patient with the orphan disease, tho.

What's your point exactly? Mine is that I probably owe my life to a
CAT scan a busy ER doctor took the time to order. I'm kinda glad that
this was an option. Mind you I was at the only advanced trauma center
in the state, so your point about competition doesn't really apply
either.
