Eh - the Drivers license test is biased against certain cultures
because it might ask what to do if a police officer asks you to pull
over?  Is it culturally biased against Brit Expats since they will be
asked which side of the road to drive on?

With criteria that broad I think you could find "cultural bias" in
anything.  The real question is whether it's fair to ask these
questions.  I guess we may never see the questions that were on the
Fire Fighter's promotional exam, but finding one that's "unfairly
biased" seems much more difficult than finding one that contains
information a fire fighter should be expected and required to learn as
part of their job regardless of their cultural background.
