Cultural judgment? Are you applying that filter to all members of a
culture or just some? Are you painting an entire cultural group with a
single brush? I'd say so.
Lets take African Americans, which in itself will be rejected by some
people with 'black' skin. Are you saying that a Haitian, Jamaicans, a
deep south black, a NY black, an LA black and Obama all share the same
cultural values? Do these differences warrant a new test to cover each
difference of culture WITHIN a culture as well as between cultures?
Again, life or death takes precedence over any so called cultural
'ideal' (or whatever) against 'ratting'. Or is it a stereotype?

I see this as a problem with the rules, not the test. The test is
fairly reflecting the rules that govern firefighters. If a stereotype
member of a culture can't follow the rules then either change the
rules, change the culture, or just do what the rest of society has to
do and follow the rules. Blaming the test is BS in my mind.

Lets apply a new rule. WWOD - What would Obama do?
And the cry goes up, he's an exception. He's a special case. He's
different. And the point is made.
