Beth that works for communities as well. Its simple behavior management. Its
very subtle too. 

Myself I'd do it two ways: 

negatives: increase taxes on certain items, such as SUV's and other vehicles
that are low gas milage or high pollution; Substantially increase the taxes
on gasoline, so that the actual price is above the world price; Require a
significant increase in the CAFE standards;

positives: tax rebates on highly fuel efficient vehicles, both on purchase
and gas etc.; do the same for low polluting vehicles; Also do the same for
manufacturers, give tax incentives for going beyond the current pollution
standards. Give research incentives for developing alternative energy
approaches.

In combination with advertising (read media manipulation) that could result
in significant decreases in pollution and substantially reduce the
dependence on foreign oil.
