Ok..but from this angle... It would have been possible to setup say a free little Drupal or other PHP click--click--done website for them for a few more hours. But because of the timing and other factors, even within their organisation (approvals,was it tendered...why not etc. etc.), that wasn't possible.
Now *I* know that they could have gotten something better for a bit more money.
