Right, because if you do not have photos then you will NOT be able to try the bad guys in court. Just like in the US where you have to have compelling evidence of a crime in order to prosecute the bad guys, same holds true in Iraq. In fact, the burden of proof on our part is even harder than here in the US. So yeah, you want to preserve as much of the evidence as possible.
