I'll look for a book I have civil war atlas where the author has 2 or 3
pages in the intro about the GIS software he used to make his own maps for
the book which are pretty nice maps and the two people who help show him how
to make maps. Once I find the book I'll tell you the name of the software
and if you want can scan in a page for you to see a map.

Define "GIS capabilities".

Or is it up to me to define it for me.  I have tried some GIS tools and 
they have been overkill as well as not really geared to creating a map 
from a blank 'page'.   At least not from what I was able to figure out 
from exploring the user interface for an hour or two.   I.E. way more 
features then I need create some large scale contour maps with a few 
simple geological and geopolitical features.

But if you think you have a somewhat simple tool that does not require 
me to spend weeks learning a whole bunch of GIS knowledge, I would love 
to hear about it.
