Ah good old Arc.  Yes that is the biggest of the big boys in GIS tools.
     The trouble is:
      A) It is quite expensive, I'm talking 5 to 6 figures.  Which is a 
bit beyond my budget for a hobby.
AND
     B) It is designed to start with real world data.  Either data from 
government sources or data from measurement of real world terrain.  It 
is very powerful at agumenting and annotating that data.  But that is 
not what I am looking for.

I am looking for something to start with a blank page and designate a 
mountain peak here that is 10,436 feet high.  Put another over there and 
one there and there and there.  Now put a river running from here to 
there, etc.  Then create the contour lines that represent that.

OR alternatively.

Draw a contour line, then another around it, then another around that, 
so on and so on.  The requirement for this approach is to be able to 
bend corresponding segments of a whole set of contour lines if I decide 
to change a section of the map in some fashion.  As well as raise and 
lower sections.

I have not found anything close to this type of tool, but I may not be 
using the right searches to find it.
