I was as about to suggest something like that...I bet if you look into the
gamer realm...especially with some of the games from the 80's or 90's, you
may be able to find some mapping software that is still usable.  I think
MechWarrior had a 3rd party tool that allowed you to make custom maps.
Maybe even Warcraft as a newer alternative. I think that had a external tool
as well.  Another possibility would be to look for some RPG tools for paper
RPG's.  There might be some mapping tools there for dungeon masters to
create their own "modules" as they were called.  Sorry don't have any actual
programs...but hopefully that will set you in the right direction to find
what you want.

Basically, something I imagine could be very interesting.  Take the 
terrain building tool that was in the latest SIM City game.  Build some 
fun terrain, weather it and make some topographic maps representing the 
world.
