Ahh . ..   but think of the opportunity of creating specialized schools that
cater specifically to children with those needs.  If the need isn't being
met in the marketplace, someone will quickly realize it and jump at the idea
rapidly.   Can you say gold mine?!?  Those with less competition make more
money - and will drive more people to fulfill the need.   Cha-Ching!
