In general, Cam, I'd agree with you but I take a different view when
it comes to government employees and, in particular, police officers.
Police officers have a great deal of power and they have a lot of
institutional backing that does everything in its power to shield them
from any repercussions related to their on duty (and often off duty)
behavior.

Now, a lot of that institutional backing is warranted. Police officers
have a very hard job to do and they are placed in a lot of no-win
situations. None the less, that institutional backing is also often
used as cover up for legitimately bad behavior and keeping officers
who ought not to be in positions of power on the force.

So cities may have very strong independent review panels that will
ferret out this sort of behavior but in most cases the only recourse
that the citizenry really has is law suits. Law suits get the
attention of higher ups and that is the only way things will change.
So yes, in general, I agree with you that we have an overly litigious
society. Suing cops that overstep their bounds is an exception though
until we get genuinely responsive independent review panels with real
power.
