It's called collateral damage.  It used to be considered an unfortunate but
acceptable part of armed conflict by all parties.  Now, a few parties try
avoid collateral damage while other parties do not.  A severe disadvantage
if you are on the side trying to avoid it and a big advantage if you don't
give a damn.
