Trust me. As someone who has spent a large portion of her time in the last five years dealing with jurisdictions and bureaucracies in the California, the last thing needed here is more local government. Every little wide spot in the road wants their own mayor, police chief, and governing body. Total waste, and a lot of them are finally learning that lesson and turning those over to the counties.
I do agree that splitting the state into two or three parts would make for better management however. But that is likely personal bias showing because I live in the part of the state that would benefit the most from the split. I might feel different if I still lived in LA.
