I think breaking Cali into two parts is a fantastic idea.  Too much energy is 
spent trying to satisfy the needs of such a huge area...  California is the 
size of ten (or more) east coats states put together.  

It would be tough at first but good in the long run to have more local 
government dealing with local problems and local resources...

Same reason that state government should have control of so many things they 
currently do not.  Local needs are so varied - federal government is horribly 
suited to resolve many problems...
