If the residents of NorCal did not have to support those of SoCal, we would be prosperous indeed. The only real drain on resources in NorCal is the crime nexus in Oakland and Richmond. Given sufficient revenue that did not have to go to fix LA and San Bernardino, we could fix that as well.
