Woah, that's not an amendment, that's a whole new friggin bill! In my initial search I didn't see the amended version... talk about playing a game of smoke and mirrors! They took a piece of legislation that had made it partially through the process and ran a "Strike Everything" amendment and added the text for what it is today.
