Okay, I've updated that line to read: "The website design, content
delivery, layout and structure must adhere to the Web Content Accessibility
Guidelines (WCAG) 2.0 as outlined by the W3C (reference
http://www.w3.org/TR/WCAG20/)."

I'll add a line in the requirements to say the vendor must demonstrate the
methods in which they will provide and validate compliance.
