So here's how the original idea would work. First, if the electoral votes are apportioned on the basis of who wins in each senatorial district, and the republican controlled legislature jiggered the districts to lean heavily republican then it becomes very difficult if not impossible for a democratic presidential candidate to win the state, even though he or she may have had the most votes in the state.
