Districts are apportioned by population. Each state has a set number based on the census. The districts may be gerrymandered, but they cannot be increased or decreased. As for the split the vote idea, I have been advocating it for years or letting the House of Representatives vote. It's nothing new. As noted, it puts parts of all states in play (except maybe OK). Republicans would actually campaign in CA while Democrats would campaign in TX. Most of the articles I have read on this indicate the Obama would have still won the last election based on current districts. Obviously, the count would have been much closer.
