I'll never say a utopian society. There are still murders and
woundings in most places where there are strict gun controls.

However what strict gun control legislation is done on a national
basis, a substantial number of firearms can be removed from
circulation. By substantially reducing the availability of firearms,
it removes the impulsive component of their use at the very least.
