Sure kick the shit out of him when you DONT have the cuffs on him, when hes not helpless. you can show the people on teh streets your not soft but you dont have to rough people up illegally to do that. And to be hones tthat was too damn blatent the cops in miami here know how to do it right ;).
after this highspped chase the guy was shooting out the windows at the cops and then when they finally got him as they were picking him up they dropped the Peoples elbow on him on the way down to get hime, it was on camarea and it wasnt a big deal cause it wasnt blatent but you know he was giving that guy what he deserves for trying to shoot but they didnt have cuffs on him they didnt blatantly hold him down and punch in him teh face. I understand WHY they did it but you gotta control yourself or you dont desrve the honor of wearing the badge. You tarnish the badge for everyone else.
