I see your point, but you are mistaken when you think there is such a thing
as chivalry among street punks. The cops aren't their to put on a PR show to
people on TV on how valiant they are. Imagine if the kid actually _did_ kick
the cops ass. That would be much much worse. As it stands, the kid ends up
with a lump on the head, and the cop is able to go right back to work,
unless some dumb tourist catches it on video and starts selling the tape to
the news media of course.
