Because our president is the Commander in Chief, that's why. That is
way too much power in one man.
I also have a sneaking suspicion the FOIA does not apply to
the military, and if so, I'd bet that is the whole point here.

If martial law allows soldiers to do whatever they want, then why not
just declare martial law if the FBI,CIA,ATF, etc, do not have enough
resources to handle the terrorist threat?
