That is not entirely true.

The Electoral College was setup because the states vote for the
President. The President is not an office of the people, but of the
states. The people elect Congress. The States elect the President.

Article 4 Guarantees to each state a Republican form of government. Not
a democratic form of government. It left it to the states to decide how
the electors for the President are chosen.

It leaves it to the states to determine how Congress is chosen, with
some restrictions.

Yes, there have been other times when a President was elected that
didn't when the popular vote.

In 1824 Andrew Jackson won the popular vote, but John Q Adams became
president after a congressional vote because there was not a majority of
electoral votes.

In 1876 Rutherford B Hayes one by one electoral vote, yet Samuel J
Tilden got the majority of the people

In 1888 Benjamin Harrison

In 200 GW Bush.


In most of these cases there was not a majority for any candidate. While
some got more than others, they still did not get more than 50% of the
vote.
