Did all that. Those were the obvious first steps. Finally got fed up and reinstalled the system last night and didn't install anything but updates and the game. No AV, nothing. Still slight jerkiness. It's not every frame, it's like when I was watching a PAL video CD on a NTSC player. Every second or so, there would be a slight "tick" in the video. Strange.
