No that was done in the last few federal elections, with Canadians 
sweeping the Conservative Party under the rug, and letting the other 
parties, ie the National Alliance, humiliate themselves, mind you 
Stockton Day was even more clueless than the present nominee of the 
Republican party for the next presidential election.

As for the number of political parties, I've always followed the 
rules of Parliamentary Procedure for the Canadian House of Commons,

"How to register a political party

Forming a political party and registering a political party are 
completely different, in that there is no legislation regulating the 
formation of political parties. However, once a party is formed it 
may apply to be registered. After its registration is approved, the 
party will then be governed by rules under the Canada Elections Act.

Applications for registration must be filed with the Chief Electoral 
Officer for verification and approval at least 60 days before the 
writs are issued. Once approved, a party earns the right to be 
included in the allocation of broadcasting time, to issue official 
tax receipts for donations, and to have its name included on the 
election ballot.

It is important to note that official registration can take effect 
only the day after the new party officially nominates candidates in 
at least 50 electoral districts at a general election. When an 
application is filed less than 60 days before the writs are issued, 
registration cannot take effect for that general election.

To maintain its registration, a registered political party must 
nominate candidates in at least 50 electoral districts at a general 
election. Under the law, failure to do so must result in 
deregistration of that party by the Chief Electoral Officer.

There were 13 political parties registered before the 36th federal 
election was called, and four parties had been accepted for 
registration."

Not sure where you get 37 parties from. But these are just the 
official ones - parties that were able to nomimate people to run in 
at least 50 ridings.
