Pres. Bush saw a way to move on Iraq under the guise of the war on terrorism. Iraq has not been exposed to have committed any terroristic acts, therefore the administration had to make a link from Iraq to a terrorist organization. Al Caeda just happened to be on the public's mind at the time.
