when ebay pinged my credit card to make sure it was good it cost me a dollar. I was mildly annoyed as nobody told me this and it threw my bookkeeping off by enough to lead to a declined on an embarrassingly small charge. However, if people are notified of this possibility up front I don't see the issue and it also would tend to keep the voting sincere... most people don't mind spending a dollar; but won't spend three or four hundred.... no?
