I think the guy is simplifying the issue.

IIRC the UN mandate says we have to turn the oil over to the other
countries, so we do.

Oil companies, American and others, purchase oil from these countries. This
includes the oil captured in the gulf, but that isn't all of it, they have
other means of getting that Oil as well. Remember, the one company only
bought 41 million barrels, which the US would use in 2 days, so we aren't
talking about that much oil here.

The American Companies refine the crude oil and sell it. The US Navy is one
of the many people purchasing it, but they aren't the only ones.

So why doesn't the Navy just keep it, and use it? Well for one, the Navy
doesn't operate oil refineries that I'm aware of. Second, it is probably
cheaper for them to buy it refined.

Also remember, it isn't just the American Public and the US Navy, the
Canadians, British, and other countries were also patrolling those waters at
the time, and the UN was paying a lot of the bill.
