Central leaders aren't the requirement of an organized religion. Judaism
has a codex, synagogues, rabbis, defined sacred days, etc. Those are all
part and parcel with being an organized religion.

Basically, any time a person tells another person, "here are the rules
to follow for this religion", then it's organized.
