They still aren't, and if they are they are rarely hooked up to the internet (except 
for certain areas like university campuses that have ubiquitous WLAN).

Yes. And less images, more contrast and no popup's and open in new window links.

CSS is the way to go. Don't try all that fancy browser/platform sniffing, it won't 
work anyway for all user agents. Just let the client choose the right stylesheet with 
the media attribute. media="screen" is for monitors and media="handheld" for PDAs.
