I don't think the future of these community based projects is very bright. Most will 
not survive the first time somebody files a complaint with the police that they have 
been hacked/harassed/spammed from such an open network.

Legally they might have the option of doing this for a few years (article 15.2 of the 
eCommerce Directive specifically says that the obligation to identify users of a 
service only applies to hosting, not to access providers), but I have no doubt that 
that loophole will be closed in the next round of legislation. And then all the local 
initiatives will have to be able to trace each and every HTTP request to the person 
that issued it, which requires a level of organization that just won't happen.
