Agreed. I talk to people all the time who just "bought a copy of
Norton's at Wal-Mart yesterday" and don't have the thought that the CD
they hold in their hand was pressed 8 months ago and sat in a warehouse
for 4 months.

Having several clients that do not update their antivirus despite our
warnings, change security settings without asking, and routinely manage
to screw up by doing precicely what we tell them not to do, I have to
agree with Jochem.  Mandating is different from being obeyed.
