Nail. Head. WHACK.

People don't care about security. While I've mentioned that it's harder to
implement in a large environment like a university (but they do try), I've
found that small shops are often more lackadaisical about the issue. The
ones I've helped don't have an IT person, and they generally think of
security as being an issue for "the big guys" and not them.

Your suggestions before would be great for these people, but getting them to
actually care is the problem. Of course, I could go on about the same
regarding copyright violations, but it's just not worth it. Society will
crumble I tell you! CRUMBLE!
