Well, OS X is a commercial Unix, so if you want to program, what do you 
want to use?

C?
C++?
Perl?
Python?
tcl/tk?
Java?
Objective-C?
awk?
sed?
sh?

Compilers and interpreters for all those languages should be available 
for you right out of the gate.  My favorite language of all time is 
Python, and you might enjoy working with that.  I believe the Python 
build that ships with Jaguar/Panther contains a tk toolkit (or some 
other windowing widget) that will let you create native Carbon/Quartz 
applications. 

You can also run any X-Window apps directly in OS X.  Have fun!
